Note
In light of General Administration Department, Bihar (GAD) Circular No. 963 dated 16.01.2016, women candidates shall be eligible for 35% horizontal reservation. In light of GAD Circular No. 13062 dated 12.10.2017 Persons with Disability (PwD) candidates are eligible for 4% horizontal reservation. - Maximum Age limit as on last date of submission of application form, for applicants under Unreserved/EWS shall be 40 years, for BC/EBC/UR(F)/EWS(F) shall be 43 years and for SC/ST shall be 45 years for all positions. 10 years relaxation in age will be admissible to Divine Body applicants. Minimum age should be 21 years. 01.03.2022 shall be reference/cut-off date for computing age, qualification etc.

Place of posting of selected candidates against any of the above posts shall be solely decided by BMSICL. Selected candidates may be posted in any district of Bihar.
B. Disqualification:
- Persons who have been dismissed, terminated, removed from the service of any Central/State Govt./PSU/Corporation are not eligible to apply.
2. Mode of Application:
- Candidates are required to apply online by submitting the duly filled application form available in the “careers” section of the official website of BMSICL (www.bmsicl.gov.in).
- An option for editing the online application form before submission has been given to the applicant during preview. However no change can be made after submitting the application form.
- For each post, a candidate is allowed to submit the application form only once. Multiple applications from the same candidate for the same post, shall lead to the cancellation of his/her candidature.
- Candidates applying for more than one post are required to submit separate application forms for each post.
- Applications received in other than the prescribed format/mode or incomplete in any respect will summarily be rejected.
3. Important dates/instructions:
- Start date for Online application submission - 11.00 AM onwards
- End date for Online application submission - till 5.00 PM.
4.Important Instructions for filling on-line application
- Applicants must ensure that they possess requisite qualifications and fulfill all the required criteria before applying for the post. The aspiring applicants have to submit their applications through online only and no other mode of application shall be accepted. Applicants need to ensure that the details filled in the online application tally with their certificates and testimonials. Any mismatch between the two shall lead to disqualification of candidature and no correspondence shall be entertained to this effect.
- The applicants should go through the instructions carefully before filling the online application. It shall be the responsibility of the applicant to fill in their correct email id and mobile no. as all communication shall be made vide this media only.
- A brief description of the procedure of submitting online application is as follows:
- On the official website of BMSICL “www.bmsicl.gov.in”, visit the “Careers” section and click on the link “Click here to apply”
- Initial Registration: First time users will have to get themselves registered first by clicking on ‘Register (New Candidate)’ and providing the requisite information such as Name, Mobile No, Email Id, Gender, and Date of Birth, as required in the form. Applicants must ensure that they enter all details marked as mandatory (*), otherwise they will not be able to proceed further. After providing the desired information, in Initial Registration click on “Submit and Continue” button. The applicants will have to check the filled details carefully before clicking this button, as they will not be permitted to make changes in their application at later stage.
- 'Registration - Step 1 Completed': After submission, Application Number and Password will be sent to the registered email ID and mobile number of the applicants through E-mail, using which they will be able to login further to complete the online application submission process and print the Registration Slip before the close of the Registration Process.
- Login to Continue / Login (Already Registered): The applicants will have to login using the Application Number and Password, sent to them through e-mail to fill up all the required information in the Personal and Educational Details page, followed by Upload Photograph and Signature page, followed by Preview page.
- Upload Photograph and Signature:
- The colour passport size photograph must be a recent one, taken looking directly at the camera against a white or light background.
- Wearing of caps, hats or any tinted or dark glasses is not acceptable while the photograph is being taken. Religious head wear is allowed but it must not cover the face. Candidate’s eyes and face should be clearly visible.
- If there is a red-eye effect in the photograph, please edit to remove it.
- Maximum size of the photograph and scanned signature of the candidate, to be uploaded, photo should be of 200 KB with 200 dpi and the Dimension should be 3.5 cms (width) X 4.5 cms. (height).
- Generation of Application Form: The applicants will be able to take print out of the Application Form by clicking on the “Print Application form” button. Applicants need to retain the print out of the application form as they will have to present the same at the time of document verification or at the time of interview.
- Candidates are advised to fill their correct and active e-mail address in the online application form as all the future correspondences shall be made by BMSICL vide e-mail. E-mail ID & Mobile number should be kept active till the completion of this recruitment process. Mobile No. & E-mail ID once given cannot be changed by the applicant under any circumstances. Further candidates are advised to keep visiting the official website of BMSICL regularly as all the updated information shall be posted on the website.

5. Mode of Selection:
- The specified required qualification and experience for all the posts is only the minimum and it does not ensure shortlisting of all candidates having the minimum qualification and experience. Mere submission of application or receipt of Admit Card / Call Letter or appearance in test or interview does not guarantee selection / appointment in the respective post. Selection of candidates will be made strictly based on merit, performance in test and/or interview, available vacancy, verification of original documents / certificates etc.
- Post-wise online screening tests for total 100 marks shall be conducted at Patna, the test will consist of 100/80 Multiple-Choice Questions (MCQs), out of which 60 questions (of 1 mark each) shall be related to general aptitude/ reasoning abilities (incl. General Knowledge, Analytical and numerical ability) while another 40 questions of 1 mark each or 20 questions of 2 marks each shall be technical questions relevant to the post. Only candidates meeting the minimum eligibility criteria shall be called for the online screening test. All details pertaining to the venue and schedule of the test shall be communicated vide e-mail to the candidates.
- For below Manager level posts, based on the result of the online screening test candidates shall be called for document verification following which final selection of candidates shall be done. There shall be no interview
- For Manager level posts, based on the result of the online screening test, candidates shall be shortlisted for interview to be held at BMSICL. The date of the interview will be communicated vide e-mail to the shortlisted candidates.
- At the time of interview, along with the printout of the online filled application form the candidates shall have to bring their original and self-attested copies of all educational qualification certificates, marksheets, caste & domicile certificate, experience certificates and other relevant documents, the details of which have been filled in the application form. The candidature of applicants who fail to produce any of the above documents at the time of interview shall stand cancelled.
- The final selection of candidates shall be on the basis of the overall total marks obtained by the candidates in the test and interview. In the event there is a tie in the score obtained by the candidates in the test and/or interview, the candidate with the higher date of birth shall be given preference.
- Notwithstanding anything to the above, depending on requirement BMSICL reserves the right to skip the online test and only conduct interview of shortlisted candidates for final selection against any or all positions. BMSICL reserves the right to restrict the number of candidates for interview to a reasonable limit on the basis of qualifications and experience higher than those prescribed in this advertisement, and as per criteria decided by BMSICL.
- The decision of BMSICL regarding shortlisting of candidates for the online screening test as well as for the interview shall be final and no claim by any candidate in this regard shall be entertained.
- No TA/DA shall be payable to the candidates for attending the online test, document verification or interview.
6. Reservation:
- Benefit of reservation shall be applicable only to those candidates who are domicile of Bihar. The Caste and domicile certificate issued by the Competent Authority is essentially required to be submitted at the time of document verification/at the time of interview for claiming the benefit of reservation.
- The applicants claiming reservation under BC & EBC category have to submit Caste certificate, Non-Creamy Layer certificate and Domicile certificate issued under the signature and seal of the Revenue Officer in accordance to the Letter No. 673 dated 8.3.2011 and letter no. 1273 dated 29.1.2021 of General Administration Dept., Government of Bihar (ln case of unmarried/ married female candidates caste certificate & Domicile certificate needs to be issued in the name and permanent address of her father) otherwise they will not get the benefit of reservation.
- The applicants claiming reservation under SC/ST category shall have to submit Caste certificate and Domicile certificate (ln case of unmarried/married female candidates caste certificate & Domicile certificate needs to be issued in the name and permanent address of her father) issued under the signature and seal of the Revenue Officer in accordance to Letter No. 673 dated 8.3.2011 and letter no. 1273 dated 29.1.2021 of General Administration Dept., Government of Bihar, otherwise they will not get the benefit of reservation.
- For claiming the benefit of reservation under EWS category, wherever applicable, a valid income certificate and Asset certificate issued in appropriate format in accordance to the letter no. 1273 dated 29.1.2021 of General Administration Dept., Government of Bihar must be submitted by the candidate.
- For candidates belonging to the Differently-abled category, certificate showing at least 40% disability in the prescribed format as per letter no. 13062 dated 12.10.2017 of General Administration Dept., Government of Bihar issued from the appropriate authority, as specified in the respective reservation guidelines, must be submitted by the candidate.
- For candidates belonging to the Grandson/ Granddaughter of Freedom Fighters who are pension holders of Central Govt. a requisite certificate issued from the respective District Magistrate or any officer authorised by him, as specified in the respective reservation guidelines, must be submitted by the candidate.
- In accordance to letter no. 16144 dated 28.11.2012 of General Administration Dept., Government of Bihar, no change in the reservation category is allowed at any time during the recruitment process.
7. General Instructions:
- The recruitment shall be on a contractual basis. Initial contract period would be for one year, during which the selected candidate shall be on probation for the first month. After completion of the initial contract period of one year, the contract may subsequently be extended till the age of retirement based on the performance of the candidate and also on the requirement of BMSICL.
- Candidates recruited on contract basis shall not be considered Government Servants and they shall not be entitled to any benefits that Govt. Servants are entitled to. No claim for regularization of employment shall be accepted.
- If any information given by any applicant is found to be false/incorrect or it is found that the applicant has suppressed any material fact(s) at any stage of the recruitment, then the candidature of the said applicant shall stand automatically cancelled/rejected and the said applicant shall also be liable for prosecution and other suitable action as per the provisions of law.
- After appointment, if any of the documents or information submitted by an applicant is found to be false/invalid or fake at any stage or, then not only his/her contract is liable to be terminated without notice, but he/she shall also be liable for other legal action and BMSICL shall recover the entire salary and allowances paid to the applicant.
- Any change/update/modification regarding this recruitment notice shall be published only on the official website of BMSICL (www.bmsicl.gov.in).
- BMSICL reserves the right to change the positions or number of vacancies or cancel any or all the positions mentioned in this advertisement without assigning any reason.
- BMSICL reserves the right to cancel the recruitment for any or all of the posts mentioned above, at any stage of the recruitment process without assigning any reason. BMSICL also reserves the right not to fill up any or all the posts at any stage of the recruitment process without assigning any reason.
- BMSICL reserves the right to cancel/restrict/enlarge/modify/alter the recruitment process, if need so arises, without issuing any further notice or assigning any reason thereafter
- Canvassing in any form shall lead to disqualification of the candidate.
